Silence Doesn’t Mean an Issue Has Gone Away
Noise is easy to monitor. Silence is harder to interpret.
When criticism drops off, it's natural to assume an issue is losing momentum. Sometimes it is.
But public attention and underlying pressure aren't always the same thing. An issue can disappear from headlines and social media while continuing to move through stakeholder networks, political offices, regulatory processes, community conversations or advocacy organizations.
The quieter period may even be when positions are being established, relationships are forming and the next pressure point is being identified.
That doesn't mean every quiet issue is secretly escalating. It means silence is a signal that needs interpretation, not a conclusion.
Instead of asking: “Are people still talking about this?” There may be a better question: “Has the pressure disappeared, or has it moved somewhere we're not looking?”
